Barbara DeBaun, RN, MSN, CIC

Improvement Advisor
Cynosure Health

Barbara DeBaun has over 35 years of experience in the field of infection prevention and quality improvement. She is currently an Improvement Advisor for Cynosure Health. In this role, she provides vision and leadership in the development, implementation and facilitation of infection prevention and quality improvement initiatives for healthcare organizations. Previously, she was an Improvement Advisor for BEACON, the Bay Area Patient Safety Collaborative, and was the Director of Patient Safety and Infection Control at California Pacific Medical Center in San Francisco. She is currently adjunct faculty at Dominican University of California. Barbara is a certified Infection Control Practitioner and holds a Bachelor’s degree in nursing from Pace University in New York and a Master of Science Degree in Nursing from San Francisco State University. She is an active member of APIC, the Association for Professionals in Infection Control and Epidemiology. She recently served as an elected member of APIC Board of Directors and as APIC’s liaison to the CDC’s Hospital Infection Control Practices Advisory Committee (HICPAC). Barbara is also a member of the Association of periOperative Registered Nurses (AORN) and the Society for Healthcare Epidemiology of America (SHEA). Barbara has lectured nationally and internationally on a variety of patient safety and infection control topics and has published over a dozen articles and several book chapters. In 2008, she was selected as Infection Control Today’s Educator of the Year.

Cyndy has over 20 years of experience in executive leadership roles within quality and as a CNO. Her most recent experience was as a CNO for large tertiary hospital. Her current role is leading statewide clinical initiatives in quality and patient safety and supporting advocacy for Texas hospitals. Cyndy had had experience as a board member in a variety of organizations including a healthcare system and a credit union.

Kelley Johnson represents the Miss Colorado Organization in the community as Miss Colorado 2015. Kelley also competed for the title of Miss America 2016 and was awarded second runner up.

Through her participation in the Miss Colorado and Miss America programs Kelley was awarded over $30,000 in scholarship money to further her education. Kelley graduated Summa Cum Laude from Nursing School at Grand View University, where she was also valedictorian. She hopes to obtain a Doctorate in Nursing Practice.

Kelley’s year as Miss Colorado has included appearances on the Ellen Show, Dr. Oz, The Doctors and speaking engagements across our country. As Miss Colorado she is goodwill ambassador and a volunteer at many organizations, including Children’s Hospital Colorado.

Reframing The Nurse Leadership Experience: Creating A Compelling Value Proposition For the C-Suite and Board Room
Based on the work that has been done as part of the Texas Team-Improving Health Through Nursing co-leading the Nurses On Board Program, the interviews of key stakeholders, the 2012 Gallup study*, and years of experience as an executive recruiter, working with both nursing and non-nursing executives, Marion Spears Karr has determined that there are likely biases and stereotypes that pose a potential barrier into non-nursing focused leadership roles for the nurse executive. As healthcare continues to move aggressively towards outcomes based reimbursement, the development of population health initiatives, and the challenges that the aging baby boomer generation is introducing to healthcare delivery, it is absolutely critical that the nurse leadership experience transcend into the CEO, COO and governance roles. The nurse leader has a unique prospective as to the complexities facing organizations trying to meet these demands. Attendees will learn how reframing the way decision makers view the nurse leadership experience will assist in this transformation.

Alex Klacman is critical care service line educator at Texas Health Presbyterian Hospital Dallas. She was the first person globally to lead implementation of the American Heart Association's Resuscitation Quality Improvement program. Her interests include best practices in resuscitation education, and EKG interpretation for nurses. She has been a speaker for the Dallas Chapter of the American Association of Critical Care Nurses on 12-lead EKG interpretation and on long-QT-syndrome. She has presented at the Association of Nurses in Professional Development National conference. She was honored as a 2013 Great 100 nurse of Dallas, and was a 2015 D Magazine Excellence in Nursing Finalist and a 2016 D Magazine Excellence in Nursing Award Winner

June Marshall, DNP, RN, NEA-BC

June Marshall, DNP, RN, NEA-BC, is currently a Nurse Scientist at Texas Health Resources and has an extensive nursing career that includes diverse roles in nursing include clinical nurse, pediatric clinical nurse specialist, educator, entrepreneur, researcher, consultant, and leader. Marshall received her BSN from Texas Woman’s University, her MS in Nursing from Virginia Commonwealth University-Medical College of Virginia, and her DNP from Texas Christian University (TCU). She is board certified as a Nurse Executive Advanced by the American Nurses Credentialing Center. She also currently serves as adjunct faculty in the DNP program for TCU and serves on the Graduate Advisory Committee.

Marshall is actively involved in the North Texas Organization of Nurse Executives (NTONE) and the Texas Nurses Association. She has served as Secretary/Treasurer and Treasurer of NTONE and is a recent past Board member of TNA. Marshall also serves as a Board member and Co-Chair of the Scholarship Committee for DFW Great 100 Nurses.

Marshall has presented on a wide variety of clinical, leadership, and research topics at local, regional, and national conferences. Along with Dr. Edmonson and Ms. Klacman, she co-authored a manuscript regarding the Resuscitation Quality Improvement program and is scheduled to present “AHA Resuscitation Quality Improvement: Improving Provider Competency and Patient Survival” with this team at the upcoming AONE Conference.

Abstract
Leading Disruptive Innovation to Improve Resuscitation Outcomes
The session will describe the nurse leader’s role in diffusing a disruptive innovation aimed at improving basic life support provider competencies and patient survival following cardiac arrest. Traditional life support courses are costly to provide, include variability and subjectivity, and do not ensure providers achieving or maintaining cardiopulmonary resuscitation (CPR) competencies over time. Today’s nurse leaders are challenged to implement efficient, effective methods for providing care at the lowest possible cost, while achieving the best patient outcomes. This Magnet-designated health care organization was the first to implement the American Heart Association’s Resuscitation Quality Improvement Program (AHA RQI™). The presentation will include the business case for program implementation, the lived experience, provider and patient outcomes, and lessons learned during the first two years post-diffusion.

Katherine Thomas, MN, RN, FAAN

Katherine Thomas has served as the Executive Director for the Texas Board of Nursing (BON) since November 1995. Prior to her appointment to the ED position, Ms. Thomas served in several other education and advanced practice positions for the BON. She has a BSN from the University of Virginia; a Pediatric Nurse Practitioner (PNP) Certificate, US Army, Fitzsimons Army Medical Center, and a Masters Degree in Nursing from the University of Kansas. Prior to joining the BON, Ms. Thomas taught nursing as an Instructor and Assistant Professor at the University of Texas at San Antonio, baccalaureate and graduate degree programs and practiced as a Pediatric Nurse Practitioner for 10 years. Ms. Thomas serves as a Nurse Licensure Compact Administrator and formerly served as a member of the Executive Committee. She served as the Chair of the Texas Health Professions Council, a council of agencies who regulate health care professionals in Texas from 2000-2012. Ms. Thomas served on several Advanced Practice committees of the National Council of State Boards of Nursing (NCSBN), chairing the APRN Advisory Committee from 1995-2007. She was a member of the Joint Dialogue Group that developed the APRN Consensus Model. She currently serves as President Elect and has previously served as Director at Large on the NCSBN Board of Directors. Ms. Thomas has received the top two awards from NCSBN: the R. Louise McManus Award for significant contributions through the highest commitment and dedication (August 2002) and the Meritorious Service Award for significant contributions to the purposes of NCSBN, (August 1999). She was inducted into Phi Kappa Phi honor society in 1983 and into Sigma Theta Tau, Delta Alpha Chapter, International Honor Society of Nursing in 1985.

Update From the Board of Nursing
This presentation will focus on current issues affecting nursing regulation. During this fiscal year the Board will undergo review by the Sunset Commission. Sunset review is the regular assessment of the continuing need for a state agency to exist. Sunset asks a basic question: Do the agency’s functions continue to be needed? And, if so, do changes need to be made? This process will result in legislation to be considered by the Legislature in 2017. This update will also focus on various programs of the Board including evolving alternative disciplinary actions, fee changes, and the Nurse Licensure Compact.
